It is the license that allows a business to contract out armed or unarmed patrol, guard, and watchman services for a fee. Every legitimate security company operating in California should be able to give you its PPO number on request, and you can independently verify that number, its status, and whether it has any disciplinary action on file through BSIS's public license search rather than trusting the number printed on a business card.
A guard card is separate — it is the individual registration BSIS issues to each officer after a background check and required training, and it is what makes that specific person legally allowed to work as a security guard in California. A company can be an active, properly licensed PPO while still having officers on staff whose guard cards are expired, suspended, or that were never registered at all, so the two checks are not the same thing. Ask which company your contract is actually with, since some outfits subcontract through a licensed PPO without disclosing it, which muddies who is accountable if something goes wrong.
None of this is complicated once you know to look, and it takes only a few minutes to verify on the state's lookup tool before you ever sign anything. Requirements and lookup tools change over time, so treat this as a starting point and confirm current procedure directly with BSIS rather than relying solely on this page.
General liability insurance covers damage or injury an officer causes while working your property — a false imprisonment claim, property damage during a patrol, or an injury to a third party. Commercial property owners and HOA boards should ask for the policy's liability limits directly and request to be named as an additional insured on the certificate, which extends a layer of that coverage to protect you specifically, not just the guard company.
Workers' compensation is just as important and often overlooked. If an officer is injured on your property and the guard company does not carry workers' comp, that officer or their attorney can potentially come after the property owner directly for the medical costs and lost wages the guard company should have covered. A certificate of workers' comp insurance is not optional paperwork — it is what keeps an on-site injury from becoming your business's liability instead of theirs.
Ask for both certificates in writing before the first shift, not after. A company that hesitates to produce current liability and workers' comp certificates, or that produces one that expired months ago, is telling you something important about how they run their business.
A quoted hourly rate is only useful if you know what it actually includes. Some companies advertise a low base rate, then add fuel surcharges, a dispatch or scheduling fee, a holiday multiplier, a per-report charge, and a minimum-hour surcharge if your shift falls short of a set threshold — and the invoice ends up 30-40% above the number you were originally quoted.

When you're comparing quotes from three companies, ask each one directly: is this the full rate or the base rate, and can you give me a sample invoice from a similar job showing every line item. A company that cannot produce a real example invoice is asking you to trust a number that may not hold once the shifts actually run.

Auto-renew clauses are the most common trap: a one-year agreement that silently renews for another full year unless you cancel within a narrow written-notice window, often 60-90 days before the term ends, that most property managers do not track. Also check the notice period required to cancel or to change staffing levels, whether the rate can escalate mid-contract without your written approval, and whether the company is allowed to subcontract your site to a different, unnamed company without telling you. All of these are standard, enforceable contract terms in California, and none of them are illegal — they simply favor whichever side wrote the contract, so read before you sign rather than after you're locked in.
