A string of fires was being set all over Citrus Heights — dumpsters, fences, and structures — causing serious property damage and putting families at risk. Our officer Brandon Muse was on duty at a retail center post when he spotted two suspects leaving the area right after a fire started.
Instead of shrugging it off, he stayed on it: locked in accurate suspect and clothing descriptions, direction of travel, and timeline, then called it straight in to Citrus Heights Police and stayed available as a witness. That report is what officers used to identify and arrest the two 19-year-olds accused of setting the fires — the case KCRA 3 covered.

First-hand accounts from Summit Force officer Brandon Muse
Working a patrol post at a retail center on a hot summer night, Brandon Muse smelled smoke and found the park behind the property on fire, close to both the store and a neighborhood. 911 dispatch was overwhelmed — fires were being reported all over town — and the call was triaged low priority. About fifteen minutes later an officer arrived and asked him to sweep the surrounding area. Driving a well-marked patrol unit, he spotted two teenagers who broke into a run the moment they saw the vehicle.
He gave police the direction of travel and suspect descriptions. Two 19-year-olds were arrested for setting fires around Citrus Heights. The story was reported by KCRA 3 and later cited in TIME magazine's investigation of the private security industry.
Officer Brandon Muse took a service call for a disturbance at an apartment community. The resident — heavily intoxicated, belligerent, and a motorcycle club member — told Muse he had pistol-whipped his spouse and that he would not survive the night. His spouse was crying and still inside. Muse deliberately framed the contact as a noise complaint, kept the man talking at the doorway, and counseled him for roughly 25 minutes to keep him away from his firearm until he wore himself out and closed the door.
Muse called it in immediately. Law enforcement responded with a tactical team, removed every firearm from the residence, and got the spouse to safety. No shots were fired and nobody was injured.
A vandalism call at an HOA community brought officers to a garage tagged with racial slurs and every door in the home standing wide open. Expecting an intruder, they called for backup and cleared the residence — and found an elderly woman asleep in her bedroom while her home had been ransacked by a disgruntled caretaker. Family portraits of her grandchildren had been sprayed over.
Officers helped her reach her family and law enforcement. With no active intruder on scene, police were tied up and never responded that night — so the officers stayed with her, consoled her, and kept watch until family arrived. The family thanked the team for being the only ones who showed up.
A crew was hitting an active home development, entering through a park trail. Day-shift construction workers recorded them and passed on descriptions and vehicle details, which were shared with every officer on the account. By tracking the pattern, the team worked out the likely strike window and posted an officer there in advance, blocking the trail approach on the next attempt.
The crew was thwarted repeatedly, got angry, and stopped coming — because randomized patrol timing meant they could never predict when officers would be on site. This is the case for hybrid patrol: deterrence without paying for a full-time post.
An alarm call at a high school after midnight sounded routine until officers heard music and a commotion from a portable classroom. With backup on scene they cleared the trailer and found a teenage hangout: alcohol, marijuana, bags, and dirt bikes. The presence of uniformed officers alone ended it — several of them were in tears before anyone raised a voice.
Because Summit Force held contracts for both the school and the HOA across the street, one of the teens was identified as a resident of that community. Reports went to both the school district and the HOA, and the group was released with a warning — accountability on both sides of the street.
Early in his career, Muse was posted at a discount retail store with a history of violent incidents. Two men came in overly friendly, lingered at the locked jewelry case pretending to browse, cleared it of high-value merchandise, and greeted him again on the way out. He asked for the property back and reached for the bag; one suspect ran on foot into a neighboring store.
Officers on a lunch break next door responded in force. The suspect discarded stolen goods through the aisles and was taken into custody in the loading dock area after resisting. Merchandise was recovered.
Guarding model homes at a development under construction, Muse noticed a sign holder walk into an unfinished house on his lunch break — a small thing that didn't fit. He followed up and found the man attempting to smoke in a wood-frame structure surrounded by combustible material.
The man dropped his pipe and left. Nothing burned. It was the moment the job clicked: presence and curiosity prevent incidents that never make a report.
On a graveyard patrol of a college campus detail, Muse found a live rattlesnake moving through a classroom hallway. The local snake handler was unavailable, so instead of leaving an occupied building unsafe for the morning, he held the hallway and kept eyes on the snake for the rest of his shift.
At shift change, relief arrived and the snake was safely captured and released away from campus. No students or staff were exposed.
